The Workforce Development Institute (WDI) has announced that the Facilitated Enrollment Scholarship Program were expanded in the New York State Budget. The income levels were also expanded. See chart below…here are the details/updates from WDI:
Facilitated Enrollment Project Updates
- The Facilitated Enrollment Scholarship Programs were expanded in this budget cycle. The Scholarship Programs serve families who are not eligible to apply under current subsidy/Temporary Assistance to Needy Families (TANF) guidelines and include families earning up to 400% of the Federal Poverty Level (FPL), episodic workers, and undocumented children. Under these programs, the Consortium for Worker Education (CWE) and the Workforce Development Institute (WDI) are in charge of eligibility determination and payment distribution to regulated child care providers.
- CWE received $5 million for the NYC based project –see the fact sheet for more info.
- WDI received $5 million for the project in the rest of the state –see the flyer below for more info.
- The existing Facilitated Enrollment “flagship”/administrative programs across the state were funded for an additional year. The “flagship”/administrative programs allow the Consortium for Worker Education (CWE) and the Workforce Development Institute (WDI) to either connect new families with income up to 85% of State Median Income (SMI) with their corresponding social service district to apply for child care vouchers or process the recertifications of existing Facilitated Enrollment Families.

Both CWE and WDI’s scholarship programs are live + have received funding to serve additional families. Please note that the income eligibility thresholds for traditional subsides have increased.
